another abrogation

Substitute Commander-in-Chief for Secretary (of the Treasury) and there's a frightening sense of deja-vu to the 1-trillion dollar* bail-out bill as submitted by the Bush administration.
Decisions by the Secretary pursuant to the authority of this Act are non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency.
